The best type of system for filtering out chlorine and fluoride is a Reverse Osmosis System. The RO membrane in the system is able to remove fluoride from the water. The filters in the RO system are able to remove the chlorine.

Filters are great for removing chlorine for your whole house but there aren't many options for fluoride reduction. Here is a filter for fluoride reduction but it is only 2-7/8" W x 9-3/4" L. This filter is smaller so it would restrict the flow to the whole house too much. You can use it in a smaller whole house housing or a countertop housing.
