The GAC (granular activated carbon) filters do the best job on chlorine because of the extended contact time. You need to get a pretty good sized system or else your flow rate will be reduced to much.

This will reduce the chlorine to chloride particles, which has no noticeable taste and odor.
This is the most traditional method of reducing chlorine.
